Confused about the PMCID / NIHMSID on your Progress Reports?

Progress reports were due at the NIH this past week, with more progress report due dates coming in the next couple of months. If your publications listed on the progress report are not in compliance with the NIH Public Access Policy because they do not have PMCIDs, you may receive warnings that your funding will be withheld. These warnings are serious and not to be ignored.

The Office of Sponsored Research has asked Galter Library to release this news item as a reminder to researchers that compliance with the NIH Public Access Policy is necessary for all grants and progress reports.

When research is funded by NIH awards, it is the responsibility of the Principal Investigator of those awards to ensure that all manuscripts associated with that funding are in compliance with the NIH Public Access Policy. If you have received notice that some of your papers are not in compliance, even though they are in the NIHMS system, it is probably because you have waited too long after their publication dates to submit them through the NIHMS. So, even though you have NIHMS ID numbers on your papers, if they are older than 3 months post-publication date, they are still non-compliant because they do not have PMCID numbers.

In this notice there is text that specifically states:

...NIH has observed that the NIHMSID is being used incorrectly to indicate compliance many months after the publication of a paper, by which time the awardee has had adequate time to complete the submission process and obtain the final PMCID. Because the Policy requires submission at the time of acceptance and the NIH manuscript submission process can generally be completed within a few weeks, this is an unacceptable use of the NIHMSID.

NIH is clarifying the temporary nature of NIHMSIDs by defining the specific period during which an NIHMSID may be used to indicate compliance. This Notice also reminds awardee institutions of the actions they can take to ensure compliance with the NIH Public Access Policy.

Effective August 21, 2009, an NIHMSID may be used to indicate compliance with the Public Access Policy for up to three months after a paper is published. After that period, a PMCID must be provided in order to indicate compliance. Specifically:

If an applicable paper is in press, or was published less than three months before the submission of an application, proposal or report, the awardee must include either a PMCID or an NIHMSID at the end of the full citation.
If an applicable paper was published three or more months before an NIH application, proposal or report is submitted, the awardee must include a PubMed Central Reference number (PMCID) at the end of the full citation for the paper. An NIHMSID is not acceptable in this case.

How do you avoid this problem? Read your publisher’s author agreement contract. If your publisher will submit your papers to PubMed Central for you without a fee, they will likely mention this in the author agreement. Be sure to select this option if it’s available.

If you have to submit your own manuscripts through NIHMS (or have your Research Administrator submit them for you), make sure to begin the process as soon as the paper has been accepted for publication. This will avoid the penalties of non-compliance.

If you already have papers that are more than 3 months past their publication dates that are listed as non-compliant in your My Bibliography at My NCBI, the only thing you can do is begin the process of manuscript submission through NIHMS and make sure you respond to all the messages from NIHMS requiring final approval of the manuscript for deposit to PubMed Central. It takes very little time to submit a manuscript at NIHMS, but the NIH processing period can take over a month. Then, make sure you check the manuscript's status periodically at NIHMS or in your My Bibliography at My NCBI.

Galter Health Sciences Library Joins NUCATS

We are very pleased to announce that the Galter Health Sciences Library is joining the NU Clinical and Translational Sciences Institute (NUCATS).

“This is a great opportunity for both Galter and NUCATS,” said Donald Lloyd-Jones, MD, ScM, Senior Associate Dean for Clinical and Translational Research, Chair, Department of Preventive Medicine, and Director, Northwestern University Clinical and Translational Sciences Institute (NUCATS). “The relationship will significantly strengthen overall NUCATS offerings and allow both entities to provide more integrated support to students, clinicians and researchers.” The Galter Health Sciences Library’s mission is to support the research, education, and patient care missions of the Feinberg School of Medicine and Northwestern Medicine institutions. “We’re very excited by this union. Many of the services provided by Galter, including support and collaboration in the areas of bioinformatics, evidence-based research, and systematic reviews, are complementary to those offered by NUCATS,” said Heidi Nickisch Duggan, MA, MS, Interim Director, Galter Health Sciences Library. “Bringing the Galter Library into NUCATS is just the first of several planned initiatives that will strengthen and expand the library’s capabilities in support of clinical care and research.” Other planned initiatives include remodeling of the Galter Library physical space and the initiation of a national search for a Director.

The new structure will also strengthen the ties between the library and the Division of Health and Biomedical Informatics within the Department of Preventive Medicine, headed by Dr. Justin Starren, MD, PhD, FACMI.

The NUCATS Institute is an integral link in Northwestern University’s clinical and translational research enterprise, accelerating translational innovation by providing research teams with consultative resources and expertise. It launched in 2007 and received a $30 million CTSA grant from NIH in 2008. NUCATS provides a wide array of clinical and translational science resources and services to Northwestern University and its clinical affiliates. The Galter Health Sciences Library improves and enhances health care through innovation and leadership in the organization, and through the delivery, management and use of quality information to support educational, research, and patient care needs. It is a Resource Library of the National Networks of Libraries of Medicine and is a member of the Committee on Institutional Cooperation and the Consortium of Academic and Research Libraries in Illinois.

Alignment activities have already begun and the transition will be completed by September 2013.

Perhaps you've had occasion to visit our website on some device other than your desktop computer, such as your tablet or your phone, and noticed that it didn’t look quite like the website you’ve grown to know and love. You probably had to scroll horizontally to see all the content and maybe things didn’t align properly. This is a common problem on the web, and it’s going to become more common as smartphones and tablets become more prevalent. Indeed, experts are forecasting that the worldwide number of smartphone and tablet users should overtake the worldwide number of PC users in the next year or two.

We’ve recently redesigned the Galter Library website to address this reality. As of now our website should look and function correctly on any size display. In geek-speak this is called “Responsive Web Design.” What it means is that the site can detect characteristics of the device that is viewing it, particularly the width of the screen, and make adjustments accordingly. The result is a seamless, elegant transformation of the page as you reduce the size of your screen from full desktop to small phone or tablet size. As the screen gets smaller certain elements may transform into other configurations to accommodate the device. No special app is required and you don’t need to use a different URL for your mobile phone or tablet. Try it!

April 20: NUIT Maintenance May Affect Some Library Search Systems

Book Citation Index

Northwestern University Library licensed Book Citation Index (BKCI) for use by the Northwestern University community soon after it first launched in October 2011. Content for the Book Citation Index comprises scholarly books and book series, both electronic and print, that present fully referenced articles of original research or reviews of the literature, and has been carefully selected based on well-defined criteria. Coverage extends back to 2005. Books from a variety of commercial, non-profit and university presses worldwide are indexed at the chapter level. In January 2013, it was announced that partnerships have been expanded to incorporate books from additional publishers, such as Elsevier, Johns Hopkins University Press and the University of Chicago Press. It is planned that 10,000 books will be added in 2013, increasing the total to nearly 50,000 books.

Book Citation Index has two parts, Book Citation Index for Science (BKCI-S) and Book Citation Index for Social Sciences & Humanities (BKCI-SSH). The Web of Science search system is the gateway to these two indexes, and the default Web of Science search includes all of the Northwestern University library licensed citation databases. By appropriately marking the check boxes, one can also search one or both of these indexes separately from other Thomson Reuters citation databases, namely Science Citation Index Expanded, Social Sciences Citation Index, Arts & Humanities Citation Index, Conference Proceedings Citation Index.

Searching BKCI should be familiar to those who have searched other Thomson Reuters citation databases. It may be useful for searching to identify Northwestern University faculty authored books, book chapters, book series (search by the organization name, Northwestern University). Additionally, if the book or book chapter has been cited, links will be provided to the Web of Science reference where it was cited. The “Find it @ NU” link icon included with each reference will lead to various options for finding the book / book chapter, either leading to full-text online, information on print holdings by one of the NU libraries, or document delivery options.

Meet the Experts: Northwestern Scholars

Now that Northwestern University has a license for the Scopus literature database, it's a good time to feature Northwestern Scholars, a SciVal Experts database of Northwestern faculty expertise created by the same company as Scopus (Elsevier). Northwestern Scholars draws data from Scopus, links to Scopus records, and contains publication and grant information for thousands of Northwestern faculty, as well as curricula vitae, co-authorship networks, and areas of research focus.

Northwestern Scholars is hosted by Northwestern’s Human Resources department as part of their FASIS system. It is populated by data from HR records (public data only), Northwestern’s InfoEd grants system, literature databases such as MEDLINE and Scopus, and a great deal of data entered manually by NUHR staff from NU faculty curricula vitae. While FASIS itself is open only to NU employees, Northwestern Scholars profiles can be viewed by anyone. Northwestern Scholars is also linked to the Direct2Experts collaborative information network of Clinical and Translational Science (CTSA) grant institutions.

Northwestern Scholars is valuable for:

Graduate students searching for an advisor: just input a keyword or concept into the search box, or search by faculty name
Research Administrators: view a list of publications from an individual faculty member or the whole department; also view a list of funding by department
Researchers looking for collaborators: if you need a statistician or expert on linguistics, neuropsychology or pathology, you can search by concept or name, or you can paste a block of text into the Free Text Search box

Northwestern Scholars shows individual faculty research areas using the SciVal “fingerprinting” process, which harvests keywords from publications in MEDLINE and Scopus to create a profile of expertise for each researcher, division, department, or school at Northwestern.

Faculty can edit their profiles, although FSM faculty are still represented by the FSM faculty database, and should continue to update their profiles at the FSMweb faculty database. Northwestern Scholars provides a university-wide (not just FSM) database of expertise, so it supplements data found in FSMweb and in LatticeGrid, a FSM faculty network created by Warren Kibbe at NUBIC.

Northwestern Scholars also has graphical depictions of research networks and publications trends for each author, plus frequently published-in journals, similar experts at Northwestern, and co-authors, both within and outside NU.

From the abstract view of any manuscript in Northwestern Scholars, you can link out to the Scopus record for the paper or to the full text (when available) at Northwestern libraries.

Remembering Graduates of the Northwestern University Woman’s Medical School

In honor of National Women's History Month, we are taking a closer look at some of the graduates of Northwestern University Woman’s Medical School (1870-1902)*

Emma Ann Reynolds, MD (1862-1917) was a graduate of Wilberforce University and the Provident Hospital Training School for Nurses (1892), and received her MD in 1895 from the Northwestern University Woman's Medical School. Following graduation, she was the superintendent of the Training School for Nurses, 1895-1896. She was appointed the physician in residence at Paul Quinn College in Waco, Texas in 1897. In 1900, she moved to New Orleans, Louisiana and practiced medicine there until 1906 when she re-located to Ohio for personal reasons. By 1910 she had established a private practice in Sulphur Lick, Ohio, providing much-needed services to the rural residents of Ross County until her death in 1917.

Dr. Reynolds' brother, the Reverend Mr. Louis Henry Reynolds was pastor of St. Stephen African Methodist Episcopal Church on Chicago's west side. Through his efforts and friendship with Dr. Daniel Hale Williams, the Provident Hospital and Training School for Nurses realized his dream and began his sister’s medical career.

Julia L. Woodzicka, MD, (1865-1948) was born in Royalton, Wisconsin to Polish immigrants. In 1894, at the age of 29, she entered the Northwestern University Woman's Medical School graduating in the Class of 1899. After receiving her medical degree she became affiliated with the Kirkland Free Dispensary in Chicago. She opened a private practice in Sheboygan, Wisconsin in 1900 before relocating to Royalton in 1903 where she opened a private practice and assumed care for her ailing mother. After her mother's death in 1910, she traveled extensively throughout the United States and settled in Eugene, Oregon as a hospital physician. In 1920, she moved back to Royalton and set up practice in New London, Wisconsin.

Using the proceeds from the sale of land she had purchased in Oregon and California Dr. Woodzicka purchased a large house in New London in 1927 with the hopes of converting it into a maternity hospital. Her hospital was not a success. In 1932 the property was sold and she continued with a private practice in New London. In 1942, Dr. Woodzicka retired and returned to her home in Royalton where she continued to study and stay informed about the medical field. She was interviewed by the Medical Women's Journal in 1942 and enjoyed talking about her early days of medicine and the challenges she faced. Dr. Woodzicka died of a heart failure on February 22, 1948.**

Lucy Alice Gaynor, MD, was born in 1861 in Ballygarry, Ireland and immigrated to Chicago after her father’s death in 1870. In 1891, she graduated with honors from the Woman’s Medical College of Chicago and secured a coveted internship at Chicago Ear and Eye Infirmary.

Dr. Gaynor embodied the “New Woman” concept of the late Victorian era, which described an independent-minded woman who rejected traditional roles of wife and mother, and embraced social activism. Foreign missionary work provided an exciting opportunity to right social injustice. The feminization of mission work in the late 1880’s resulted in many successful female-led missionary boards. These boards provided a robust support base for field workers, offering financial, emotional, and academic reinforcement. Dr. Gaynor was endorsed by the Friend’s Missionary Board and in 1892 sailed to Nanking, China to begin two decades of missionary work as its first female physician.

Following the Boxer rebellion of 1900, the Qing Dynasty became more tolerant of Western influence, and women missionaries used this opportunity to encourage the secondary education and college education of Chinese women. In 1907, Dr. Gaynor was approached by many young Chinese women asking to be trained in medical work. She quickly established the Nurses Training School in Nanking and assumed the entire responsibility of their training. Dr. Gaynor financially mobilized other missionary boards to support this intervention, and with this combined support, the school was renamed the Union Nurse School. Her vision was to further expand with a medical school for women. In addition, Dr. Gaynor opened the Friend's Hospital in Nanking and the Red Cross Hospital in Shanghai.

In spite of great suspicion under which most foreigners were held during this time of political unrest in China, the trust the community had for Dr. Gaynor was profound. She comforted, healed, and tirelessly served in the name of Christ. In addition to her medical service, correspondence to the Woman’s Medical College alludes to her adoption of several abandoned infant girls. Her love for her community was clearly witnessed with the Fall of Nanking and the Qing Dynasty in 1911. After 3 days of bloody revolution, Dr. Gaynor returned to Manchu City against collegial advice to find 7,000 slaughtered Manchurians, and 3,000 left homeless. She opened a field hospital supported by Chinese cloth merchants to care for the sick. After four months of diligent post-revolutionary service, she succumbed to typhus and died in the Friend's hospital she had founded. Her memorial document references the grief of the community at her death and notes her “clean pure buried bones” will be “a root source of virtue” for “a thousand autumns.”***

NIH to Crack Down on Public Access Policy Compliance

If you’re a researcher with an active NIH grant, you are most likely aware of the NIH Public Access Policy, which requires that NIH-funded authors must deposit (or have someone deposit for them) manuscripts published on or after April 7, 2008 into the NIH repository PubMed Central (PMC) within 12 months of publication. While this policy has been in force for several years, the NIH is getting tougher: any researchers submitting NIH grant progress reports, including publications not compliant with the policy, beginning in July 2013, will have their NIH funding held or delayed. Need to know more? The Galter Library can help.

This enforcement is specific to progress reports, which require grantees to list publications that have arisen directly from NIH awards. NIH will delay processing an award if publications arising from it are not in compliance with the policy. Also, investigators will need to use My NCBI to enter papers onto progress reports and to assign manuscripts to NIH grant numbers. The NIH uses My NCBI profiles to check for author compliance with the policy.

The My NCBI system will allow you to check the NIH Manuscript Submission System (NIHMS) or PubMed Central (PMC) for your publications, and indicates if each publication is compliant or non-compliant.

Publications listed in NIH grants should include one of the following:

A PubMed Central ID: PMCID
An NIH Manuscript Submission ID: NIHMS ID – if you (or an assistant or administrator) have submitted the manuscript yourself and are awaiting a PMCID. This is a temporary indicator.
A designation of “PMC Journal – in Process” – if your journal publisher has deposited the journal to PMC for you and you are awaiting a PMCID. This is also a temporary indicator.

A PubMed ID (PMID) is not a stand-in for any of the above identifiers.

Regardless of who deposits the manuscript to PMC, the NIH grant awardee (Principal Investigator) is responsible for compliance with the Public Access Policy in all cases.
